Please Don’t Purchase Cozumel License Plates

“Like a lot of things here on Cozumel, the supply and demand depends on the tourists. So if you are a member of this group and come to Cozumel on a cruise ship or stay here for a bit, welcome! But us locals who live here full-time would like to ask a favor. Please do not buy license plates from guys on the street. I know our license plates are pretty, but remember the time and expense that all of us have to go through to replace them. These license plates being sold to tourists are NOT souvenir plates picked up in a souvenir shop. They are taken off our cars and sold to you, so please don’t buy them. If there is no demand, maybe the supply will stop. TIA.”
It opened up a discussion with a lot of us who live here full-time on all the license plates that have been stolen and where they are being sold. We found them being sold on the street in front of the International Pier (as the police picked up a guy selling them two weeks ago), they are being sold on eBay and on Mercado Libre. But what most people do not know, especially the tourists who come off the cruise ships, is there is no legal way to recycle license plates in Mexico.
How it works: if you need plates because yours are expired or you are selling your vehicle, your old plates must be turned in to the license plates office, which is located next to our store. Year after year, I see the huge volume of new plates arriving, being carried precariously up the stairs, and the procession down of all the old plates. Now where do those old plates go? They are stored for a certain amount of time, and then destroyed. Old plates are never recycled or resold. So there is no legal way for a souvenir plate to show up on eBay or anywhere else. If you see a Mexican plate from any state in Mexico, 99% chance it was stolen at one time or another. The only other way I can think of for a license plate to be in circulation is if the car gets abandoned.
It was amazing how our community gathered together to find all the places that license plates were being sold. Joey reported some. So did I. Lisa K found some more online and reported those. We were on a mission. I had quite an interesting chat with eBay about the license plates they have listed online from Quintana Roo, both current and old plates. But even the old plates must have been stolen at one time, as they are never recycled or reused. The telltale sign as well is you can see on eBay where the plates were ripped off the car, more often than not. When I contacted eBay by phone, I was transferred to a woman who I believe was in the Philippines. She took my name, email address and my new eBay account information, as to report the problem, I had to open an account. We went through one by one each license plate I found online and she explained to me how to report it. It is considered government property and at the end of the report, I needed to report it as other. We were on the phone for about 45 minutes. She took the time to take a full report on how license plates work in Mexico, and she told me she would be sending the report on to her supervisor.
The license plates I reported are still showing up on eBay. Now as well, I get a little side bar on Facebook letting me know when new license plates are available. That makes me sad, but the response from the cruise groups I am a part of was overwhelmingly positive. Members of both Cruise Chatter and Holland America Line fans groups have contacted me and written and told their friends. At least the word is out there, and I also have posted on Cruise Critic. Lots of cruisers that love Cozumel are now aware not to buy license plates at tourist shops or on the streets. Maybe there is still hope for eBay as well. It could be it just takes time.
But the best part of the entire experience is the overwhelming support of our little community and how we all can communicate our wants, needs and concerns on Cozumel 4 You. Thanks again for the sandbox!

“Como sucede con muchas cosas en Cozumel, la oferta y la demanda depende de los turistas. Así que si usted es 
miembro de este grupo y viene a Cozumel en un buque turístico o se hospeda unos días, ¡bienvenido! Sin embargo, quienes vivimos aquí permanentemente queremos pedirle un favor. No compre las placas de automóviles que ofrecen algunos tipos en la calle. Se que nuestras placas son bonitas, pero recuerde el tiempo y el gasto que nosotros debemos invertir para reponerlas. Estas placas de automóviles NO son placas de recuerdo que haya adquirido en una tienda de recuerdos. Son retiradas de nuestros vehículos y vendidas a ustedes; así que, por favor no las compren. Si no existe demanda, es posible que la oferta cese. Gracias de antemano”.
Este tema de las placas que son robadas y vendidas abrió una discusión entre muchos de los que vivimos aquí de manera permanente. Encontramos que as venden en la calle, frente al muelle internacional (puesto que hace un par de semanas la policía recogió a un tipo que las vendía), así como en eBay o en Mercado Libre. Pero lo que la mayoría de las personas desconoce, en especial los turistas que llegan en los buques turísticos, es que en México no existe una forma legal de reciclar las placas de vehículos.
La manera que funciona: si necesita placas pues las suyas han vencido o porque está vendiendo su vehículo, debe devolver sus placas antiguas a las oficinas que las expiden y que se ubica junto a nuestra tienda. Año tras año observo que llega un gran volumen de placas y que de manera precaria las cargan por las escaleras, y la procesión continúa cuando bajan las placas antiguas. Ahora, ¿a dónde van esas placas viajas? Son almacenadas por un periodo y luego destruidas. Las placas antiguas nunca se reciclan ni revenden. Así que legalmente no hay forma que una placa aparezca en eBay o en cualquier otro sitio. Si llega a ver una placa de algún Estado en México, es 99% posible que fuer robada en algún momento. La única manera que se me ocurre que una placa pueda estar en circulación es porque el vehículo fue abandonado.
Me sorprendió la forma que nuestra comunidad se unió para dar con los sitios donde se venden las placas. Joey reportó algunos; al igual que yo. Lisa K encontró algunas en línea y las reportó. Estábamos en una misión. Tuve una platica interesante con eBay acerca de las placas, tanto actuales como antiguas, que muestran en su catálogo en línea y que proceden de Quintana Roo. Pero es muy posible que las placas antiguas hayan sido robadas en algún momento, pues nunca se reciclan ni reutilizan. Una forma de darse cuenta de ello en eBay es que con mucha frecuencia se nota el sitio donde las arrancaron del auto. Cuando me puse en contacto telefónico con eBay, me transfirieron con una mujer que, creo, se encontraba en Filipinas. Tomó mi nombre, el domicilio de correo electrónico y la información de mi nueva cuenta en eBay ya que para reportar un problema, fue necesario que abriera una cuenta. Recorrimos cada una de las palcas y me explicó cómo reportarlo. Éstas son consideradas propiedad del gobierno, y la final del reporte tuve que reportarlas como otros. Estuvimos en el teléfono aproximadamente 45 minutos. Ella se tomo el tiempo para hacer un reporte completo sobre cómo funcionan las placas en México, y me indicó que enviaría el reporte a su supervisor.
Las placas que reporté aún aparecen en eBay. Ahora, además, me aparece una barra lateral en Facebook que me permite saber cuando hay placas nuevas. Esto me entristece, sin embargo la respuesta de los grupos de buques turísticos de los cuales formo parte fue sobrecogedoramente positiva. Grupos de fanáticos tanto de Cruise Chatter como de la línea naviera Holland America se han puesto en contacto conmigo, han escrito y lo han comunicado a sus amigos. Al menos ya se ha dado a conocer. De igual manera, lo publiqué en Cruise Critic. Muchos pasajeros de buques turísticos que aman a Cozumel ahora han tomado conciencia en cuanto a que no deben comprar placas de vehículos en tiendas para turistas o en las calles. Aún hay esperanzas con eBay. Es posible, pero toma tiempo.
