The answer is a story of dedication, collaboration, and a deep love for the community that welcomed him over three decades ago. Alongside Ángel Pavía, Bill has been a cornerstone in the transformation of Cozumel’s Heroic Fire Department, an institution that now boasts better equipment, infrastructure, and training thanks to his tireless philanthropic efforts. However, Bill has always been clear: “The real credit goes to the firefighters, the instructors, the members of the Patronato, and the entire community that has worked side by side to strengthen this institution.”

Arrival in Cozumel and First Steps

Bill Salmon first arrived in Cozumel in 1992 and decided to buy a home on the island in 1995. It was in 1997, during a drive around the island, that he stopped by the local fire station. What he saw shocked him: “They didn’t have proper equipment, no air masks, no hoses in good condition,” Bill recalls. “That’s when I knew I had to do something.” With a long career in fire service in the United States, Bill didn’t hesitate to get involved. “I couldn’t just stand by,” he says. “I knew I could help, and that’s what I did.”

A Career Dedicated to Service

Bill began his career as a volunteer firefighter in Brighton, New York, and later served in the military as a military police officer. After his service, he worked in several fire departments in Colorado, where he retired in 2013. With a bachelor’s degree in business and a master’s in education, Bill founded his own consulting firm, Bill Salmon Learning Associates, focused on training and leadership in emergency services. His experience and expertise made him the ideal person to help transform Cozumel’s fire department, always with an emphasis on training and developing local firefighters.

The Beginning of a Legacy in Cozumel

Bill didn’t just bring his experience; he also brought a network of contacts in the U.S. that allowed him to secure donated equipment for Cozumel’s fire department. From air masks to fire trucks, Bill and his wife Jane worked tirelessly to equip local firefighters. However, it wasn’t an easy journey. Bill acknowledges that without the help of Ángel Pavía, then the director of public relations, none of this would have been possible. “Ángel was my guide,” Bill says. “He helped me understand the local culture and avoid mistakes that could have hindered my work.”

Ángel Pavía: The Cultural Bridge

Ángel Pavía was more than a collaborator; he was a friend and a guide. Bill recalls how Ángel helped him understand Mexican culture and avoid missteps that could have complicated his efforts. Together, they organized annual firefighter academies that trained over 100 firefighters in the region between 2000 and 2010. Ángel passed away in 2015, but his legacy lives on in the fire station that bears his name alongside Bill’s. “Ángel was the heart of all this,” Bill says. “Without him, none of this would have been possible.”

Donations and Support for the Fire Department

One of Bill Salmon’s most significant contributions came in June 2023, when, through the Cozumel Community Foundation, he donated specialized equipment worth nearly four million pesos. This equipment included high-tech rescue tools such as hydraulic cutters, voice amplifiers, self-contained breathing apparatuses, and specialized uniforms. This donation strengthened the fire department’s rescue and emergency response capabilities, improving their ability to handle emergencies and disasters on the island.
In March 2025, Bill also participated in the fifth annual fundraiser for Cozumel’s Heroic Fire Department, where over 377,000 pesos were raised. These funds were used to purchase additional equipment, essential tools, and other supplies to ensure better operations for the fire department. During the event, Bill emphasized the importance of supporting firefighters and the need to continue contributing to their development. “Firefighters are the heroes of our community,” Bill said. “They risk their lives for us, and it’s our duty to support them.”

Recognition and Tributes

Bill Salmon’s impact on Cozumel’s safety and well-being has been widely recognized. In September 2016, Cozumel’s Fire Station Number 2 was inaugurated, named “Ángel Pavía and Bill Salmon” in honor of their unwavering support. The station required an investment of over 5.5 million pesos and benefits approximately 80,000 residents of Cozumel. Its construction marked a crucial advancement in the island’s emergency infrastructure, improving coverage and response times for fires and rescues.

Impact on Cozumel’s Community

Bill Salmon’s commitment to Cozumel has not only benefited the fire department but has also had a positive impact on the island’s overall safety and well-being. His philanthropic work has been key to modernizing and strengthening the fire department’s operational capabilities, allowing them to act more efficiently and safely in emergencies. “The community is the foundation of everything,” Bill says. “Without their support, none of this would be possible.”

Bill’s Insistence on Community Involvement

Bill has been a strong advocate for community involvement in supporting the fire department. Over the years, he has organized fundraising events, such as the annual fundraiser, and fostered collaboration between the local community and the fire department. “It’s not just about donating money,” Bill explains. “It’s about getting involved, understanding the firefighters’ needs, and working together to improve our community.”

Bill Salmon is more than a name on a fire station; he is a symbol of what can be achieved when dedication and collaboration come together. Llegada a Cozumel y primeros pasos

Bill Salmon llegó por primera vez a Cozumel en 1992, y en 1995 decidió comprar una casa en la isla. Fue en 1997 cuando, durante un paseo por la isla, se detuvo en la estación de bomberos local. Lo que vio lo impactó: “No tenían equipo adecuado, no tenían máscaras de aire, no tenían mangueras en buen estado”, recuerda Bill. “Fue entonces cuando supe que tenía que hacer algo”. Con una larga trayectoria en el servicio de bomberos en Estados Unidos, Bill no dudó en involucrarse. “No podía quedarme de brazos cruzados”, dice. “Sabía que podía ayudar, y eso fue lo que hice”.

Una carrera dedicada al servicio

Bill comenzó su carrera como voluntario en Brighton, Nueva York, y luego sirvió en el ejército como policía militar. Este equipo incluyó herramientas de rescate de alta tecnología como cortadoras hidráulicas, amplificadores de voz, respiradores autónomos y uniformes especializados. Esta donación permitió fortalecer las labores de rescate y salvamento del cuerpo de bomberos, mejorando su capacidad de respuesta ante emergencias y siniestros en la isla.

En marzo de 2025, Bill Salmon también participó en la quinta colecta anual en beneficio del Heroico Cuerpo de Bomberos de Cozumel, donde se recaudaron más de 377 mil pesos. Estos fondos fueron utilizados para adquirir equipo adicional, herramientas esenciales y otros insumos que garantizaran una mejor operación del cuerpo de bomberos. Durante el evento, Salmon destacó la importancia de apoyar a los bomberos y la necesidad de seguir contribuyendo a su desarrollo. “Los bomberos son los héroes de nuestra comunidad”, dijo Bill. “Ellos arriesgan sus vidas por nosotros, y es nuestro deber apoyarlos”.
