Cozumel shipping companies seek inclusion in tax benefits

Cozumel, Quintana Roo.- The island’s shipping companies are awaiting the publication of a decree that could include Cozumel in the tax benefits of the Southern Border Zone, which would allow a reduction of the Value Added Tax (VAT) from 16% to 8%. This adjustment would have a significant impact on the costs of transportation and goods for the community and visitors, alleviating the economic burden on various sectors.

If approved, the decree would allow the cost of the maritime ticket to directly reflect this reduction. For example, a ticket that currently costs $116 with VAT included could drop to $108, meaning a tangible saving for users. In addition, the benefit would not be limited to transportation, as it would impact prepared foods, canned goods, schools, restaurants and medical services, among other items that cause VAT.

However, there is a key concern: the decree, in its current form, excludes shipping companies because their operation touches points outside the municipality of Cozumel, which technically disqualifies them for the tax benefit. This would force shipping companies to continue charging the 16% VAT, even though other activities on the island may benefit from the new tax regime.

During a meeting on December 20 in Cozumel, local businessmen brought this situation to the attention of the governor, who immediately took action to evaluate adjustments to the decree. It is expected that this delay in its publication, originally scheduled for January 1, is due to an effort to include maritime transport within the tax benefits.

“It is important that the decree be published and that it include Cozumel,” said local businessmen. “Otherwise, we would seek legislative lobbying to have the importance of maritime transport on the island recognized and its inclusion achieved.”

The implementation of this decree would be a significant step for the island’s economy, improving competitiveness and benefiting both residents and visitors. In the meantime, the business community is keeping a close eye on developments, hoping for a solution that will be favourable to all.

Cozumel, Quintana Roo.- Las navieras de la isla esperan la publicación de un decreto que podría incluir a Cozumel en los beneficios fiscales de la Zona Fronteriza Sur, lo que permitiría una reducción del Impuesto al Valor Agregado (IVA) del 16% al 8%. Este ajuste tendría un impacto significativo en los costos de transporte y bienes para la comunidad y los visitantes, aliviando la carga económica en diversos sectores.

De aprobarse, el decreto permitiría que el costo del boleto marítimo refleje esta reducción directamente. Por ejemplo, un boleto que actualmente cuesta $116 con IVA incluido podría bajar a $108, significando un ahorro tangible para los usuarios. Además, el beneficio no se limitaría al transporte, ya que impactaría a alimentos preparados, productos enlatados, escuelas, restaurantes y servicios médicos, entre otros rubros que causan IVA.

Sin embargo, existe una preocupación clave: el decreto, en su forma actual, excluye a las navieras debido a que su operación toca puntos fuera del municipio de Cozumel, lo que técnicamente las descalifica para el beneficio fiscal. Esto obligaría a las empresas de transporte marítimo a seguir cobrando el 16% de IVA, aun cuando otras actividades en la isla puedan gozar del nuevo régimen fiscal.

Durante una reunión el pasado 20 de diciembre en Cozumel, empresarios locales hicieron notar esta situación a la gobernadora, quien inmediatamente tomó acción para evaluar ajustes en el decreto. Se espera que este retraso en su publicación, originalmente programada para el 1 de enero, se deba a un esfuerzo por incluir al transporte marítimo dentro de los beneficios fiscales.

“Es importante que el decreto se publique y que incluya a Cozumel”, señalaron empresarios locales. “De lo contrario, buscaríamos un cabildeo legislativo para que se reconozca la importancia del transporte marítimo en la isla y se logre su inclusión”.

La implementación de este decreto sería un paso significativo para la economía de la isla, mejorando la competitividad y beneficiando tanto a residentes como a visitantes.
